Abstract:France has vetoed (for the moment) proposals from Sir Leon Brittan and the European Commission for the creation of a liberalised new transatlantic marketplace (NTM). The French are reluctant to make further trade concessions to the Americans and are suspicious of Sir Leon's motives. In view of French hostility to this initiative, the EU has switched its primary efforts to improve transatlantic relations onto ways of defusing the tensions created by the Helms-Burton trade restrictions act.
