Abstract:Executives are right to doubt the value of the EU's public procurement regime. It is true, as the Commission points out in its recent communication on the subject, that the public procurement market is enormous. It is currently worth some Ecu720bn; some 11,5% of the EU's GDP, half the size of the German economy or Ecu2,000 per Union citizen. At first sight this is, as the Commission argues, a tempting prize. However, there are strong reasons for believing that the opportunities outlined by the Commission are a business Holy Grail.
