Abstract:Despite uneven progress in liberalization - the industry has undergone dramatic changes. Reforms began in 1980s. The first EU directive was implementing grudging in France while some others have rushed ahead. The author also considers the following themes: the roots of resistance; the effects of liberalization; the impact on prices; the impact on trade; industry consolidation; Brussels's strong aim: competition policy; how to deal with EdF; the nuclear option. Regulatory differences are impeding crossborder trade. The Commission's proposal to speed up liberalization is blocked at Stockholm to the frustration of some member states.
