Abstract:The large, centralised personnel function is rapidly becoming a thing of the past as a range of human resource issues are devolved to the line and external providers are increasingly brought in. The writer, drawing on his own experience at Kent County Council, argues that, through new ways of working and an ability to demonstrate personnel's positive contribution to the bottom line, the function can now build a better case than ever for having a central role in determining strategy at the heart of organisations.
