Abstract:The policy assessment in this edition is based on a set of projections which were finalised on 25 March 1998. A number of other themes are dealt with in more depth in five special chapters: Forces shaping fiscal policy; in most OECD countries, public finances have been squeezed between rising transfer payments, and forces acting to constrain taxation. - Progress in implementing the OECD job strategy. - The retirement decision; this chapter evaluates the implications of recent pension scheme reforms in the context of ageing populations. - Potential advantages of economic instruments in dealing with climate changes: this chapter analyses the potential importance of economic instruments, especially tradeable carbon emissions permits and carbon taxes. The 8th chapter analyses changes in international competitiveness of OECD countries, and highlights the growing importance of Asian non-member countries in these changes and implications for trade and international investment.
