| Abstract: | Statistical data show that the northeastern part of China is the economically developed area of mainland China and it is possessed of geographic and industrial superiorities. In recent years, the phenomenon of sustained low economic benefits appeared there. This economic predicament is a temporary phenomenon of the transition period from the planned economic system to market economic system. This can be attributed to external factors outside enterprises owned by the whole people as well about the the influence of the internal "non-economic variation" of enterprises. Cooperation and coordination between the enterprise and the government are needed to overcome this phenomenon. |
