| Abstract: | The State Council decided in 1990 to develop the Pudong area of Shanghai and make it an open area, to build Shanghai; into a new internationally economic, finance and trade center of China and to make China's economy an open setting with Shanghai as the head, the Changjiang River area as the trunk, the coastal cities in the south and north as the two wings. In the past three years, the infrastructure construction has developed quickly, development and open policies and laws and regulations have became perfected, investment environment has been improved and both Chinese and foreign investors are enthusiastic about investing in and developing Pudong area. |
