Abstract:By the end of 1993, Jilin province had approved 2,329 foreign-invested enterprises which had as actual investment of USD 471.81 million. However, problems exist: foreign investment is not comparatively reasonable, which doesn't help dovetail with the province's industrial policies and the economic development strategies; emphasis is put on approving while proof is reflected, the correction between importation and digesting and absorbing is not tight enough; the stagnent enterprises operating mechanism restrict the sour development of the foreign-invested enterprises and so on. Therefore, the Jilin government should draft a long & mid-term developing strategy for the foreign-invested enterprises, have a unified layout, plan and proof in order to put into effect the inclining policy to the 4 pillar industries like automobile and chemical industry, etc.
