Abstract:The characteristics of the world economic development after post-war are as follows: One country's (or region's) economic development and social progress , to a great extent, depend on whether or not the government of the said country (or region) is able to make full use of the good chances provided externally and establish a correct economic development strategy according to its actual conditions and correspondingly take a serial of effective policies and measures. China's coastal province and the "four little dragons" (that is Korea, China's Hong Kong and Taiwan and Singapore) have the similar characteristics. Their obvious common points are to combine the internal favourable factors with the external chances, to implement a strategy of export-oriented economic development.
