Abstract:This paper provides a critical evaluation of the practice (hereafter as: prct.) of targeting the firm birth rate (here as: b-r.) as part of a regional regeneration policy, raising some fundamental questions about the appropriateness of such a prct. It is shown that different specifications of the b-r. generate very different implications for policy intervention, as measured by the number of births required.
