| Abstract: | Government's directive suggestions on the reforming experiment of the operational system of state-owned capitals divide the system of the state-owned capital operation into three levels and make government and operational organizations, operational organizations and invested enterprises combined only through the link of capitals. Such kind of institutional arrangement is beneficial to strengthening the supervision of state-owned capitals and forcing the operational behaviors of state-owned capitals to be enterprise like. It is also conducive to realizing the separation of the ownership of investors of an enterprise from the property right of a legal person as well as the specialization of capital operation and production operation of state-owned capitals, which is required by the modern enterprise system. |
