| Abstract: | We should continue to establish, amplify and perfect related laws and regulations, such as <>, <>, etc.., lay down mid and long-term development plans and strengthen industrial policies according to them, guide and control society-wide capital to invest in the knowledge economy, draft favorable tax policy, further develop capital market and establish investment funds for the high-tech industry, law stress on the development of human resources, further reform the management system of science and technology, turning the high-tech development zones into the sources of autonomous innovation, establish state-level leadership mechanism and coordination organization. |
