| Abstract: | Up to now commercial broadcasters have operated without franchises from the government. This made it necessary to revise the law on broadcasting regulations. Broadcasters applied for licence in l990 but no decision has been made as yet though certain steps have already been taken, e.g. concerning advertising air-time. Their existence is very difficult in this hopeless situation. |
