Abstract:This study is a conceptual analysis of the problem of quality in human services. Human services investigated in this study are elementary school, psychiatric care, and the health and social care of children, the elderly, and the intellectually disabled. The writer argue that individuals with "limited consumer sovereignty" may not be able to seek quality in their care, and this creates a fundamental problem when monitoring of the quality in human services.
