Abstract:The United Nations has matured into an irreplaceable global institution beyond its initial humanitarian service role. It is no longer seen as a "charity" to which member-states pay voluntary "alms" but as a global "enterprise" which serves a unique global "market". Larger and more reliable sources of operating funds commensurate with its responsibilities are now needed. And new revenue sources are under vigorous discussion.
