| Abstract: | The German packaging order's objective to reduce and recycle packaging waste has implications well beyond the german border. The German government's efforts to articulate and implement the order have in fact created 'de facto' European Community policy, which in turn raises the very delicate issues of national sovereignty and the viability of the Internal Market. Should stringent national environmental policy take precedence over EC legislation? |
