| Abstract: | This article discusses the role of taxation as a tool of environmental economic policy for discouraging consumption and production and creating environmental responsibility. It is argued that there is a distinction btw. responsible behaviour and behaviour towards taxation, and that the payment of taxes actually signifies the clearance of responsibility by "permitting" pollution. A behaviour model introducing responsibility as a function of consumption is proposed. |
