Abstract:Policy initiatives have tried to encourage more firms to innovate, with a particular focus on small firms. This paper examines resources and capabilities that firms identify as constraining their innovation (hereafter as: innv.) activity, the difference in these for small and larger plants (here as: s-and-l.) plants and the actual impact of these constraints on the probability of innv. and the degree of innv. success. Based on longitudinal data, it is demonstrated that innv. is an evolutionary process with the constraints to innv. being different for s-and-l. plants. From a policy perspective, initiatives to overcome constraints to innv. in small plants should extend beyond those of finance to include greater networking opportunities, cost reduction programs and marketing strategies etc.
