Abstract: | The Estonian (hereafter as: E.) government adopted extensive counterterrorism measures. It is asked what explains the scope of E.s' counterterrorism (here as: c-t.) measures. It is proposed that the content of states's c-t. policies is shaped by the types of responses adopted by their reference groups. It is shown that E.'s primary reference groups, NATO and the EU, have influenced the republic's c-t. programme. As an unattractive target to terrorists, E. has adopted broad c-t. responses in order to defend indivisible Euro-Atlantic security and to protect democratic values. |
