| Abstract: | In Treaty of Maastricht some tasks and competencies regarding environmental policy are brought from the member states to the community level. Some regional differences in environmental protection are identified and analyzed. The relationship between environmental policy and the theory of federalism is examined. It is argued that an optimal horizontal distribution of competencies is necessary. A number of fields and aspects of environmental protection are investigated. Several hierarchical -vertical- levels of regulation and control are described. The concept of institutional competition is introduced. The case of ex-ost harmonization as a consequence of pollution is investigated. The role of standards is highlighted. |
