Abstract:The World Bank has contributed somewhat to recent surge in trade liberalization. The World Bank has been able to accumulate an impressive body of evidence that points toward the benefits of liberalization policies. The Bank has been quite responsive to outside critics and has made efforts to incorporate criticisms into its research agenda. The Bank has also contributed to the reforms through its policy dialogue. Even at times when the idea was not popular, the Bank has kept the liberalization notion alive in many countries. It is much harder to make the point that the Bank's lending program has played much of a role in the liberalization process.
