Abstract:Breaking the urban and rural employment control barrier involves the subtle issue of vested interests. That is why the shocking function of population migration between urban and rural areas to the too strict employment control system is stressed. The current population control is not the original population control which should be subordinated to the strategy of giving priority to heavy industrialization for it has undergone a great change from control of total number to control of proportion. The key to eliminating the barrier between urban and rural areas is not only to change the traditional development strategy and the mode of increasing employment but to change the model of population (employment) control.
