Abstract:An East European and a West European turn out to imply a totally different thing by the term "nationality". It is rewarding to look at where that controversy stems from. In West Europe, nationality means citizenship without a direct link to ethnicity (although every French citizen has to speak French in France). In the former Soviet Union, citizenship (USSR) and nationality (i.e., ethnicity in the french and American view) were differentiated for domestic use.
