| Abstract: | Howsoever feasible the creation of an integrated development region here? Integration evidenced in the Baltic Sea area, containing the seeds of future development of a new growth region in the European economy has been a main topic at forums and literature. "The Baltic Palette" programme financed by the European Union (EU) embraced the capital cities and metropolitan areas surrounding the Central Baltic Sea, Stockholm, Helsinki, St. Petersburg, Tallinn and Riga. In the article, the methodology and methods of construction of scenarios is presented. |
