Abstract: | This study deals with the degree to which committees (hereafter as: comms.) in the Lithuanian legislature serve the private interests of legislators or those of the parliamentary leadership (here as: l-ship). It is argued that while comms. most often assist the l-ship. in obtaining preferred legislative outcomes, chairs on occasion have been able to change proposals, or even frustrate the parliamentary l-ship. of governing coalitions. |
