Abstract:After forty years of permanent attacks on the IMF Moscow has started tentative inquiries about joining the Fund. She had three motives: (i) The USSR wants to increase her international borrowing to modernize her outdated industry. (ii) Moscow is becoming more and more involved in foreign trade, and the economy has to adjust to the external developments. (iii) The USSR cannot afford to stay outside of the IMF, when her main rival, China entered. - US politicians have strong objections to admit the USSR, they are afraid that the Soviet Union could destabilize the functioning of the IMF.
