Abstract:The hostile economic environment of the early 1980s led many developing countries to turn to the IMF and the World Bank for loans. The adjustment policies required of them included retrenchment in the public sector, with resulting wage erosion and demands for higher productivity. An account of this process is given and its various consequences are examined. Developing countries governments (DCG) might better manage their human resources in the public sector. Finally it is discussed what International Labour Organization might do to assist DCGs to meet the new challenges.
