Abstract:Nine years after a Union Carbide chemical plant spewed a deadly cloud of gas over the city of Bhopal, the victims of the worst industrial disaster in history have received minuscule financial compensation, and the overburdened government relief programs created to help survivors are mired in corruption and mismanagement. Special courts established to parcel compensation to gas victims have paid out only USD 3.1 million of the USD 470 million damage settlement the American chemical giant negotiated with the Indian government in 1989, according to court documents.
