Abstract:The Soviets have their own priorities and own system of making decisions. That system will remain different from the western one and difficult to grasp. But there are many similarities too, especially regarding the importance of trust and personal relationships at the operating level: the Soviet system is not a monolith Business people from the West who see the effect of the difference on the way decisions are made and the importance of the senior commodity expert in the trade system are the ones who will attain their goals in Soviet trade.
