| Abstract: | Despite the unprecedented and impressive public relations success of the Single European Act both inside Europe and outside the legitimacy of the Community may be questioned because of the absence of fully democratic accountability and satisfactory involvement of the European Parliament. Shift to majority voting and absence of clear boundaries to Community competences pose further legitimacy problems. |
