Abstract:Innovative personnel measures that increase participation and financial incentives of non-managerial employees (high performance work places) were extolled as an efficient means to increase firm productivity. The empirical research about the impact of these measures does not provide clear evidence, however. The original contribution of our paper is that we account for the two most important sources of estimation bias, unobserved heterogeneity and endogeneity using representative and very detailed establishment panel data for Germany from 1996 to 2000. We show that teamwork, the reduction of hierarchies and autonomous groups as well as capital and profit sharing do not have a productivity impact in Germany. Our results indicate that firms with structural productivity problems tend to implement organisational changes that increase employee participation whereas financial incentives are offered in good times (original in German).
