Abstract:This article examines the consequences of leniency on illegal transactions such as corruption, manager-auditor collusion, or drug deals. The authors find that when leniency is not properly designed, it may provide an effective governance mechanism for occasional sequential illegal transactions that would not be feasible in its absence.
