| Abstract: | This paper examines the unbundling of the German Energy Act (EnWG) on its ability to perceive distortion of competition and cross-subsidization btw. unbundled activities. A framework is developed to disaggregate the electricity activities for interfirm comparison through financial analysis. It is shown through an empirical investigation that the regulations in the EnWG, compared to the developed framework, are too vague to meet the requirements of the European directive (original in German). |
