Abstract:In this study the author estimates the environmental suggestions of production ineffencies connected to market power in the electricity market of: Pennsylvania, New Jersey, and Maryland. Air pollution was found to be substantially lessened during 1999, when both electricity restructuring and new environmental regulation where implemented. The author finds that strategic firms reduced approximately 20% of their emissions relative to other firms and their own historic emissions. The author compares observed behavior with estimates of emissions in a competitive market. Findings according to a model of competitive behavior indicate that, changing costs explain approximately two-thirds of the examined pollution reductions. One-third can be connected to firms exercising market power
