Abstract:The election of the Conservative government in 1979 is considered as a turning point in pay determination in the UK, ending formal pay policies. In this article, the development of an alternative system of employer coordination on pay to government-imposed incomes policy is examined and its impact on the growth of earnings is measured. It is concluded that, despite the the Confederation of British Industry's (CBI) policy, the actions of individual employers suffered from classic market failure until the British economy was subordinated to increasing competitive pressures from the international environment.
