Tiivistelmä (eng): | This study aims to evaluate the impact of introducing clearance levels in the decommissioning of nuclear facilities in France. Many countries have already well established clearance practices. In France, however, there are no clearance levels. The very low level waste (VLLW) in France is disposed of in its proper disposal facility. The waste management and clearance practices of seven countries were compared. All these countries had their own clearance levels, which were different but close to the recommendations of the International Atomic Energy Agency and the European Commission. Some countries have well-established national clearance levels but in other countries the regulators decide on clearance on a case-by-case basis. Evaluations of the radiological properties of the VLLW in France show that 50% of the waste is the kind of type that could be cleared in other countries. The percentage of nuclear waste of the decommissioning in France is now 27% and with possibilities for clearance it could be decreased to 17%, without any further treatments on the waste. In other countries the nuclear waste in decommissioning is 2 - 10 % of the total waste mass. This implies that in order to reach the same percentages, a part of the waste need more treatments. The economic gain of a clearance practice in France could be at least 27 ME , without taking into account the cost of supplementary controls. The economic gain of clearing the part of the waste that needs more treatments is difficult to evaluate. Some specific examples of waste management were studied in detail and it was found out that sometimes more complicated engineering is needed for a clearance practice. The facilities studied are all different, so in order to obtain more detailed information about the impact of clearance, each facility would have to be studied separately. |
