| Tiivistelmä: | A massive increase in expenditure on research and development has been proposed, and yet current performance has been disappointing. Touche Ross Management Consultants have examined this performance and the authors of this article report on the European Commission's current thinking and proposed actions. The success of R&D within the EC has not been inspiring in the past; however this does not seem to have discouraged the Commission. The Commission believes it understands the reasons for the past problems, and is now ploughing ahead with increased expenditure. |
