| Tiivistelmä: | Oftel was set up in 1984 to promote a controlled transition from monopoly to competition in British telecommunications markets. The policy on competition was developed between 1981 and 1984. These developments determined its operation. Oftel's experiences with implementing the regulatory system reveal its shortcomings. Four suggestions are made for further changes in the Oftel regime. |
