| Tiivistelmä: | The financial management system suited for the socialist market economy must ensure that the financial functions can be carried out smoothly, should 1) offer financial guarantee for the normal operation of authoritative organs at different levels 2) standardize the financial distribution system 3) give play to the role of finance readjusting economy. To this end, the best choice is to establish a new financial management system-a system where by tax revenues are shared by central and local authorities. |
