Any examination of the energy sector in Central and Eastern Europe is in effect a study in waste and inefficiency. This is true of both the production and the consumption of energy in the region. A classic example is centrally controlled residential heating systems. With heating still provided by district in many areas, the end consumer is often unable to control the temperature in his own flat. |
