As this is the first occasion on which a review of precisely this type has appeared in the Annual Review, a word of explanation about the focus and terminology would be useful. The exposition in the following sections is principally doctrinal: it sets out to explain to a general audience the development by the Court of the provisions of the Treaties themselves. |
