| Tiivistelmä: | Overloading population and the unbalance of population and resources resulted from it is the general source as well as the final cause of returning to poverty. Some changes or faults of macro policies maybe also lead to returning to poverty. Based on analyzing the returning to poverty resulted from price fluctuation and the government macro fiscal policies , the author puts forward the counter-measures for checking the returning to poverty. The measures are as follows: increase input, construct basic farmland, develop regional pillar industries, change the basic production conditions of poor areas, setting up "the funds for intelligence" and strengthen the basic education in poor areas, controlling population growth seriously. |
