| Tiivistelmä: | The general principles of developing China's high-tech industry are to depend on policies, input and talent. The following practical ways should be taken. The state should 1.make plans, strengthen investment in this industry and organize experts for tackling key problems, 2.support infant high-tech industry and run well the small-sized high-tech development corporations for demonstration, 3.encourage locally-run industries and bring into play the "incubator" role of new enterprises and establish sci-tech and financial groups and stock high-tech enterprises, 4.promote the cooperation between scientific research academies and institutions, higher educational institutions and large and medium-sized enterprises and establish sci-tech parks and high-tech experimental bases. |
