Alan Fowler discusses how organisations can decide whether to outsource part or all of their personnel functions. The compulsory competitive tendering (CCT) of some local government services dates back to the early 1980s. It began with manual functions such as buildings maintenance and refuse collection and has since been steadily widened by statutory regulations, first to include activities such as leisure centre management and later to professional support functions. |
