| Tiivistelmä: | The basic concept on the reform of state enterprises' property right system is as fallow: 1. Clarifying property right relations. To define the property right relations between the state and enterprises is, in fact, to separate and reorganize property rights according to the demand of market economy. 2. property rights being independent of outside control. Enterprises as the subject of market, must have independent status. Only in this way can they establish equal relationship with other market subjects. 3.personifying the representatives of property rights. Suitable representatives of property rights should be found for state enterprises. 4.marketization of property right transactions. There are no high efficient resource allocation and operation of enterprises without free exchange of property rights. |
