Tiivistelmä:This paper constructs a model that encompasses cost-benefit analyses and expectations at organizational and agent levels to understand the interplay of social dilemmas at both levels. Managers decide at the organizational level whether or not to train on the basis of both the cost of training versus to the benefits and their expectations and observations of the number of other firms that train. Employees decide at the agent level whether or not to contribute to company production on the basis of their expectations about how other employees will act. The papers modeling of turnover as a social dilemma differs from other approaches.
