| Tiivistelmä: | The paper presents the text of the address the author gave at the opening session of the thirteenth IMHE General Conference held in Paris in September 1996. The region of 15 countries is covered. These are the 15 countries from the Balkans to the baltic Sea -- Albania , Bulgaria, Bosnia, Croatia, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Macedonia, Poland, Romania, Serbia, Slovakia and Slovenia. This region has emerged as such after the drastic political and social changes around the turn of the decade. |
