| Tiivistelmä: | The root of the financial difficult position in China lies in its highly concentrated planned economic system practised for a long time. To extricate itself from a difficult position, the way out is to pursue a dual financial model suiting socialist market economy, that is, a unified finance made up of two parts--public finance and state-owned asset finance. The former takes the government of the social administer as its subject of distribution, which conducts distribution through non-market channel with an aim at satisfying the public needs. The latter takes the government of the owner of productive resources as its subject of distribution, which does distribution through market with an aim at realising the macro economic returns on state-owned assets. |
