| Tiivistelmä: | Gradually relaxing limit of right of dealing in foreign trade with an aim at realizing the transition from the present examination and approval system to the system of registering according to law in terms of foreign trade business operation is an important content of deepening the reform of foreign trade system. But the general and the primary conditions lie in whether the operational mechanism of market economy matures or not. This task will be fulfilled gradually in 5 years which are divided into two stages (1996-1998 and 1999-2000). This paper raises 7 standards for the qualification of foreign business people in dealing in foreign trade and the scope of business, and measures for the necessary reforms in terms of macro control and policy measures for accelerating the reform of enterprises' mechanism of business operation. |
