| Tiivistelmä: | The state-owned enterprises must embark on the road of socialist market economy. The state or government's direct management of state-owned enterprises should be shifted to business operation of state-owned assets and then to the capitalization of state-owned assets and then to the capitalization of state-owned assets. The capital is its extension and its external form is the course of market where circulation and transactions can be carried out. But it can not be realized unless the strategic reorganization of state-owned enterprises is implemented which may be summarized as the reorganizations in terms of property rights, industrial structure and the- organizational structure of enterprises. To free enterprises of 3 major burdens (debt, laid-off workers and social function), the basic measures are reform and system innovation. |
